Summary of the state of the state address

Gov. Kathleen Sebelius (D), facing a projected $186 million shortfall in the current budget, delivered the grim message that she would have to propose eliminating programs, closing buildings and freezing government hiring but would try to protect education, health care and some social services.
Republicans, who control both houses of the state Legislature, said it would be difficult to balance the budget without cutting some spending on those core programs and services.
In her seventh state of the state address, Sebelius repeated a promise not to raise taxes. And she called on lawmakers in both parties to put aside partisan differences to solve the state's budget crisis.
"We meet tonight at a time when a recession has hit every state, every community, and every American," the governor said. "We’re experiencing a shared struggle that requires us to develop shared solutions. The steps we take now will help us survive this economic crisis and create the foundation to move us ahead. Let us come together, as we have in the past, to find common ground and to work for the common good."
Sebelius also asked for support for her plan to increase Kansas' use of wind energy and other renewable resources as another way to generate electricity.
