Summary of the state of the state address

In the Jan. 27 speech to the GOP-controlled Legislature, Perry (R) asked lawmakers to set a goal of reducing the impact of the national recession on Texas “as we confront a situation unlike anything most of us have ever seen in our lifetimes.”
Perry said although he believes in conservative fiscal approaches, “that doesn’t mean it’s time to play defense. Texas is strong because we aggressively play offense. In tough times, others see threats; Texans see opportunity.”
In that context, Perry proposed freezing a student’s college tuition rates for four years at the level they pay as an entering freshman. He also asked for more money for a grant program that offers state dollars to underserved high school students.
He asked for about $32 million to pay more police officers to stop the spread of gangs and fund prosecution for gang-related offenses.
The $5,000 energy incentive would go to Texans in non-attainment areas, using money residents have already paid to reduce emissions. Perry also called for an unspecified amount of spending on adult stem cell research, which he called “the one area of that field that is actually proven to expedite cures.”
